A leader focuses on what happens afterwards more than on what is happening now.
Where are we going, rather than where are we now.
What will we be doing, rather than what are we doing.
What are we going to get, rather than what do we have.
Who are we going to be, rather than who we are.
People know where they are, and to move, they need to be motivated to be someplace else.
So, take them on a mental journey to that new place and make it appealing and realistic. Only then will they move towards that vision of what now seems possible.
